By Rick Pullen WASHINGTON--Virginia House Speaker Bill Howell, my delegate, believes public-private partnerships have a role to play in resolving Virginia's transportation problems. But before we embark on creating new partnerships, maybe we should examine the dysfunctional one we already have. The Virginia Railway Express is the largest public-private partnership in the region. Working with the CSX Railroad and Amtrak, the state has created an unreliable commuter rail system that this summer was late more often than it was on time.
