UK: Why PFI/PPP is bound to be more expensive

THE Health Minister, Andy Kerr, claims that the Edinburgh University researchers did not understand public-sector finance (Letters, December 9). As a former civil servant I have some knowledge of public-sector finance, and I beg to differ. Will the minister not admit that any private borrower, whether individual or company, has to pay a higher interest rate than a public authority?
