by Manoj Kewalramani Ask a Mumbaikar and you will often hear that the road to El Dorado is paved with potholes. However, as the civic authorities in Mumbai are on their umpteenth drive - after a High Court order of course - to patch up the blistered roads of the city, there are several other holes that the administration has consistently failed to address. From poor roads - that although always under construction, continue to remain pathetic - to fledgling public transport, insufficient housing, soaring property prices, lack of water and now flooding, successive governments have only provided an anthology of failed promises.
