Should private sector have a role in public projects?

Ontario's hospitals are overloaded, roads are plagued by gridlock and water pipes are antiquated - everyone agrees the province desperately needs new infrastructure.

There is less agreement, however, on whether the government's use of public-private partnerships (P3s) is the way to do it.
