NEW DELHI: Close on the heels of confusion surrounding the first ultra mega power project (UMPP), the ministry of finance has instructed the power ministry that all public private partnership projects in the power sector including UMPPs be routed through the Public Private Partnership Appraisal Committee (PPAC), an inter-ministerial committee that approves projects to be taken up through the PPP route.
