No sod will be turned on Cape Breton in the first wave of new P3 projects if the Nova Scotia government proceeds with its plan to ease its way back into the controversial public-private partnership approach to infrastructure. But Cape Breton would be directly affected by the largest of the projects on the government's short list for closer analysis: the twinning of the Trans-Canada Highway from Sutherlands River, east of New Glasgow, to the Strait.
The 82-kilometre project (97 km from end to end, counting a 15 km stretch already done), with an estimated cost of $260 million, is by far the largest of three projects selected by the government for further analysis, leading towards a call for proposals under the P3 model. The list started with 10; Partnerships BC, in a consulting study, found seven of them to be possible candidates.
