India: To get public-pvt projects moving, Ministries told set up special cells

Each cell will have external experts, including legal firms

New Delhi, March 13: Faced with tardy progress in infrastructure projects via the public-private partnership (PPP) route, the Finance Ministry has now asked the core sector ministries to set up dedicated teams of external experts that will prepare, evaluate and monitor such projects.

These Ministries include Power, Road and Shipping, Ports and Urban Development. Taking on from Finance Minister P Chidambaram's call in Budget 2007 for a "more aggressive approach" attracting private equity in infrastructure, each ministry has been told to set up a PPP cell with a technical expert, a Management Information System expert and a panel of three legal firms that will work as the ministry's nodal agency for processing all PPP projects.
