Sgro Jr.The fundamental element required for a public-private partnership to be successful is the ability of the public partner to have access to a credible source of revenue to pay the private partner for services rendered. In the case of the Guam Power Authority and the Guam Waterworks Authority, public-private partnerships have been successful since a credible source of revenue generated through the ratepayers exists. That is not the case, however, with Guam Memorial Hospital. Despite the hospital maintaining committed doctors, nurses, therapists and technicians, there is no credible revenue stream that can be relied upon by a private partner for this form of partnership to work.Posted by pichu at February 18, 2007 12:40 PM |
