Beijing Announces 11th 5 Year Plan

For those interested in China, the English version of the 11th five year plan for Beijing was released today. The plan offers an intimitate look into the ideology and perspectives shaping Beijing's ongoing and historic transformation. The plan repeatedly employs the slogan "New Beijing, Great Olympics"; and it seems to be guided by China's unique blend of socialist philosophy and yet at the same time a policy of agressive economic development to be led by private businessmen.

For example, the first paragraph of the opening section, titled Guiding Principles, offers the following instruction to the whole municipality:
...follow the guidance of Deng Xiaoping Theory and the important thoughts of Three Represents, and fully implement the concept of scientific development to guide the overall socio-economic development.
If you are looking for a quick overview of the plan, try Part 2-1 Guiding Principles, Part 2-2 Main Targets, or Part 2-3 Priorities.

For others who wish to navigate the labyrinthian plan more fully, may I suggest the following approach:

(1) Peruse the outline to get an overall level of familiarity with the plan,
(2) Use the site search tool to search the keyword string "Beijing's 11th Five",
(3) The search pulls up each of the individual sections of the plan, which you can then browse one section at a time, based on the areas of interest that you identify from the outline. (This approach is necessary because when I tried to navigate the plan from the outline, all of the URL links seemed to be dead.)
