Jakarta (The Jakarta Post) - It's full steam ahead for World Bank infrastructure lending thanks to the insistence of its new president, Paul Wolfowitz, who feels that the bank needs to be part and parcel of poverty eradication programs in developing countries.

But this time around, the bank is involving civil society organizations in these projects as a means of ensuring their efficiency, and preventing the corruption and environmental degradation that has beset many of its projects in the past.

In a paper distributed during a discussion Monday, the World Bank said its infrastructure lending could reach $10 billion a year within the next two years, up from $7.4 billion in 2005...

The water needs of Middle Eastern countries are growing at a significant rate, while the cost of providing this valuable resource is increasing while nonrenewable groundwater reserves are shrinking.

As a result, Middle Eastern governments are increasingly turning to public-private partnerships (PPPs) to manage their water resources and everything related to water distribution.

The amount of available renewable water per person in Middle East and North African (MENA) countries is one-fifth of what it is in the rest of the world, and 80% of the countries fall below...

Malaysian players build mega projects abroad

Kuala Lumpur (Malaysia Star) - WITH Malaysia having seen rapid development over the past 25 years that has resulted in infrastructure improvement, we now see skyscrapers and expressways linking major cities virtually juxtaposed to quaint old houses in Kuala Lumpur.

Given this scenario, Master Builders Association Malaysia (MBAM) president Datuk Goh Chye Koon agrees there is an overcapacity in the local construction scene, and that it is imperative for construction and property companies to look outside the country for "emptier" pastures.

15 countries discuss undersea cable system in Bagamoyo

Dodoma (Tanzania Standard Newspapers) - CHIEF Executive Officers (CEO) of telecommunication companies from 15 countries in East, Central and Southern Africa will hold a two-day meeting at Bagamoyo in Coast Region, to discuss the Eastern African Submarine Cable System (EASSY).

The system would eliminate a routing through Europe when the undersea cable starts operating.

MANILA, May 17 (Xinhua) -- The Philippine government on Wednesday rebuked the German ambassador for saying that there would be no German investments in the country's infrastructure without the government paying a German company for building the Ninoy Aquino International Airport Terminal 3 (NAIA 3).

New York (NY Times) -- As energy-rich countries feel empowered by high oil prices, they are increasingly using a blunt instrument to make their influence felt. Call it the power of the pipeline.

New, superlong pipelines are planned for South America, the Middle East, Russia and Africa, and oil-producing countries are using them to forge political alliances, punish foes and extract concessions from customers.

China to Build Beijing-Shanghai High-Speed Railway This Year

China plans to build a high-speed railway between the capital Beijing and its economic hub Shanghai. The line is expected to largely reduce the travel time between the two cities and ease the pressure of current rail lines.

According to the chief engineer of China's Ministry of Railways, He Huawu, the new high speed railway will be 1,300 kilometers long, with a planned speed of up to 350 kilometers...

Whitehall oversees huge increase in private financing of public projects

The size of the Government's controversial Private Finance Initiative scheme is expected to spiral from £53 billion to almost £80 billion in the next four years.

Treasury documents reveal that ministers have approved 200 new PFI deals worth £26 billion to start by 2010, and the amount involved in each has almost doubled.
