To help meet California's massive infrastructure needs, Governor Schwarzenegger is proposing that California grant the state and local governments broad authority to use public-private partnerships, or "performance-based infrastructure"(PBI) where that method can potentially help California design, build, finance, operate or maintain its infrastructure better, faster or for less. The Governor is calling on the state to pass legislation to:
- Expand the types of projects, services and government entities that can enter into PBI arrangements.
- Increase contracting flexibility so the state can better negotiate with potential contractors.
- Establish "PBI California,"a center for excellence to help determine which projects can benefit from PBI, represent the state in negotiations with PBI participants, ensure transparency and monitor performance.
Fortunately, here are many other nations, including Canada, that have extensive experience using public-private partnerships across a range of sectors from whom we can learn.
Come hear leading Canadian experts talk about the challenges they faced bringing a disparate group of stakeholders to consensus, the obstacles overcome, and the lessons learned. Their successes and experiences with PPPs can help us decide whether these tools make sense for California.
David Livingston, as President and Chief Executive Officer of Infrastructure Ontario, oversees the crown corporation responsible for executing large-scale public infrastructure projects for the Government of Ontario. Mr. Livingston has 30 years of financial industry experience, where he ultimately rose to Executive Vice President Corporate Development at TD Bank Financial Group. At Infrastructure Ontario he has created a team of private and public experts that use innovative tools to deliver complex projects on time and on budget.
Tim Philpotts is the national sector head for Ernst & Young Orenda Corporate Finance's P3 work in North America having moved from the UK to develop the Ernst & Young P3 business. Tim has been involved in project finance and P3 business for 10 years, and has advised on P3 projects in excess of C$10 billion, including over 35 projects totalling in excess of C$6 billion that have reached financial close. Tim has led Ernst & Young teams on many P3 and project finance projects in the US, Canada, UK and Europe and was previously responsible for the work Ernst & Young undertook in the highways sector. He has a Bachelor of Science, University of Exeter and is a Member of the Chartered Accounts in England and Wales.
